## First request

1. **Identify**

    An agent presents an AgentID token. Live tokens are verified using issuer,
    audience, expiry, and signature.

2. **Use credits**

    Eligible grants cover paid merchant offers while owner caps allow them.

3. **Request approval**

    When eligible credits run out, a pending payment request preserves the
    intended transaction.

4. **Resume**

    Only successful authoritative payment completion permits minting credits and
    resuming the request.
