AgentSub merchant webhooks

Implemented outbound HTTP notifications for actual registered, DNS-verified merchants. AgentSub POSTs to each merchant’s enabled, owner-configured HTTPS receiver URL. No public broker or shared event-subscription endpoint is advertised. Events are inserted atomically with canonical merchant capture/release and dispatched by the configured Cloudflare Queue. Configuration alone does not establish successful receiver delivery. See /docs/merchant-integration for receiver configuration and /events for this delivery contract.
